Uttarakhand has officially become the sixth fully literate state in India under the National Education Policy (NEP) 2020 and the ULLAS (Understanding Lifelong Learning for All in Society) programme. The milestone was achieved after the state successfully met the adult literacy benchmarks set by the Department of School Education and Literacy under the Union Ministry of Education.

Following the achievement, Governor Lieutenant General (Retd.) Gurmeet Singh approved the proposal declaring Uttarakhand a fully literate state. Earlier, Mizoram, Goa, Tripura, Himachal Pradesh, and Sikkim had attained the same status, making Uttarakhand the latest addition to the list of fully literate states in the country.
Chief Minister Pushkar Singh Dhami termed the achievement a historic milestone and credited the success to the collective efforts of the people and the government’s continuous initiatives. Congratulating the citizens, he said the accomplishment would contribute to the vision of a ‘Viksit Bharat’ by 2047. He also reaffirmed the government’s commitment to expanding digital literacy, financial literacy, continuing education, and life skills to every citizen across the state.
